SACRAMENTO – Today Assemblyman Scott Wilk's, R-Santa Clarita, Identity Confirmation Act to require motorists to provide law enforcement with an unobstructed view of his or her full face for examination along with their license passed out of the Senate Public Safety Committee.
“Typically motorists are compliant and this bill will protect our law enforcement officers from the few that aren't. AB 346 addresses a large safety concern, and gives law enforcement the necessary tools to successfully uphold the law. We must do everything we can to keep our law enforcement officers and our communities safe,” Wilk said.
A license by itself only provides evidence of the licensee's identity; it does not establish that the driver and the licensee are the same person.
The idea for the bill was brought forth by Chris Coulter, Past President of the Simi Valley Police Officers Association.
“AB 346 is a valuable tool for law enforcement in that it assures that we can identify a person in a timely and efficient manner. But beyond the benefit to law enforcement it helps assure that members of the public are put at risk of someone else claiming their identity and being charged with an offense they didn't commit. This act expedites a law enforcement contact while protecting the public from unlawful use of their identity.” Coulter stated.
