SACRAMENTO – Assemblyman Scott Wilk's, R-Santa Clarita, AB 85 which closes a loophole the California High-Speed Rail Authority (CHSRA) has used repeatedly to meet without public involvement, passed the Assembly Floor.
“The California High-Speed Rail Authority lacks transparency and accountability and continues to deliver broken promises,” Wilk said. “A member of the public approached me with the idea for AB 85 after being denied entry to a California High-Speed Rail Authority meeting. Taxpayers deserve a seat at the table on issues that directly affect them.”
AB 85 clarifies existing law and defines a “state body” as any multimember committee. This will prevent agencies like the California High-Speed Rail Authority from taking advantage of this ambiguous law that allows them to hold closed door meetings without public involvement.
Current law requires all standing committees of a local government entity or of the Legislature to hold meetings that are open to the public whether or not the standing committee takes action.
Next the bill heads to the Senate.
