SACRAMENTO – Senator Scott Wilk, representing the 21st Senate District, announces the Senate’s approval of Senate Bill 387 (SB 387). The measure now goes to the Assembly for consideration.
“This measure will save taxpayers money by streamlining how Board vacancies are to be handled. Rather than holding costly special elections, the board will have the authority to eliminate a vacant position at the Agency,” said Wilk. “The SCV Water Agency will be a role model for any new water agencies that may be created in the future, so it is important to get this right,” said Wilk. “I am pleased that the measure continues to move with bipartisan support.”
SB 387 is follow-up legislation to SB 634, which created the regional water district in 2017 and requires the board to reduce its membership total from 15 to nine. The bill addresses technical issues regarding the consolidation of multiple Boards of Directors when there is a vacancy on the Board.
SCV Water has already saved ratepayers five million dollars in its first year of operation. In addition, its FY 2018/19 Budget was recognized by the California Society of Municipal Finance Officers (CSMFO), and nationally by the Government Finance Officers Association (GFOA), for meeting the highest principles of governmental budgeting.
